Fergus Kerrigan


Irish nationality; Member of New York State Bar. Project Manager, East Africa and the Great Lakes region; lawyer and legal advisor in international human rights, humanitarian and refugee law. He has worked with UNHCR, NGOs and an independent national human rights institution. August 1997 Head of Programme, Access to Justice, Project Manager, Great Lakes, Danish Centre for Human Rights; Currently Deputy Director of Information- and Education, Danish Centre fo Human Rights. 1996–1997 UNHCR, UNDP, Swedish Refugee Council, Stockholm University; 1991–1995 UNHCR Regional Office for the Baltic and Nordic States and UNHCR Branch Office, Manila, Philippines

Publications include: Energizing the Criminal Justice System of Malawi: the Paralegal Advisory Service; Evaluation report for Penal Reform International (2002) A Framework for a Law on Asylum in the Republic of Latvia, UNDP and Latvian National Human Rights Office, Latvia Regulatory Exceptions to Community Freedoms in a Human Rights Perspective, (Stockholm 1996). Articles on human rights subjects published in press and academic publications.
