Degree in Geography, History and Sociology in 1972; completed in the Ecole Normale Superieure (E.N.S) in the National School of Administration (E.N.A) in Diplomacy in 1975. In 1980, Secretary to Mr Hun Sen, Minister of Foreign Affairs and in 1981 was nominated and appointed as the Secretary-General of the Ministry of Foreign Affairs. In 1983, Secretary General of the Cambodian National Peace Council. In 1983, Ambassador of Cambodia to India. In 1988, Vice Minister of Foreign Affairs and in 1990, Vice Minister of Interior; Head of the Central Cabinet of the Cambodian People’s Party (1991). In 1996, Honorary Degree of Doctor of Laws. Senior Minister, Deputy Prime Minister, Minister in Charge of the Office of the Council of Ministers of the Royal Government of Cambodia (1998).
