WITNESSING JUSTICE: DCCAM PUBLIC VILLAGE FORUM

KAMPONG THOM PROVINCE

Location: Kampong Thom province is one of Cambodia's vast rice paddy fields that support the living of the people in addition to forestry product. During DK regime, this province was turned into Northern Zone or Zone 303 under the control of Koy Thuon alias Thuch (1970-1976). His capture and execution at S-21 Tuol Sleng Genocide Museum led to the change of leadership, in which Ke Pok and Kang Chap were the subsequent replacement. Like others places, the irrigation system—namely 6 January dam—was systematically constructed by human workforce. According to DC-Cam's mapping report, seventeen crime sites were investigated and recorded in this province. More information was collected from individual accounts of 1,181 survivors including former KR members. However, some former KR members even bragged about the success of the regime to leave such a valuable legacy to the people, who still make use of it to water the rice paddy. While acknowledging its significance, a focal point of discussion is to examine its serious impact on the people's welfare that resulted in untold death number at that time. However, is it worth costing numerous lives to the dam construction while mechanism should be a do-able job.
