The situation at the old Russian Hospital in Phnom Penh,
chaired by Minh, was described by a medic originally from the
Southwest who worked there during the first half of 1978. She said
the ration was good, but discipline strict, with punishments imposed
on those who did things wrong, but that those who made no mistakes,
who obeyed the rules and did what they were assigned, were not
punished. As an example, she said that if a cook fed patients rice
that not fully cooked, that person would be removed and sent to
carry dirt for three days, or to plant vegetables in Ta Khmav, after
which they would never be seen again, being replaced by new cooks.
She added that if she had not concentrated on her work and made a
mistake giving injections, she would have been sent to Ta Khmav,
too. According to this source, the Russian Hospital had a security
section, which like all its components, answered to Minh. However,
she stated she never witnessed any killings or torture, saying this
kind of thing did not happen at the hospital itself, but in separate
military and security units, which she had nothing to do. She also
described Minh as not unpleasant, appreciative of her desire to
learn medicine.
